New UK legislation within the environment Act requires all new developments to increase a sites biodiversity value (measured in Biodiversity Units) by at least 10%. This can be done by creating or enhancing existing habitats on-site, off-site, or by purchasing units from local landowners.
This presents opportunities and implications for both developers and landowners.
For Developers:
Developers must carry out a baseline metric calculation
A minimum of 10% BNG must be factored in to strategy and design stages, and opportunities for on-site increase/enhancement identified.
A BNG plan has to be submitted along with planning applications or upon planning consent.
If off-site mitigation is necessary, developers will need to purchase biodiversity units to make up the defecit.
For Landowners:
Landowners can offer land parcels for enhancement to support off-site mitigation.
Land can generate biodiversity units, which developers can buy to support BNG targets.
Landowners must commit to a management/monitoring plan for an agreed time period.
The value of land parcels are calculated on a case-by-case basis, and covers maintenance costs, as well as a portion of profit.

DEFRA estimative that biodiversity units can range between £9000 and £15000, and potentially up to £20000.
